ADRIANO DE MAIO IReR President This publication originated from the workshop on “Control and risk prevention of dangerous materials and crisis management” that took place in Sofia, Bulgaria, in March 2009. The basic idea is that international scientific cooperation can effectively contribute to security, stability and solidarity among nations, through increased collaboration, networking and capacity-building and supporting democratic growth and economic development in Partner Countries. We are all facing new needs and threats, deriving from a world changing constantly its social, political and economic dimension and, for this reason, the international dialogue through civil science represents a way forward to comm- ment to global common issues. In fact, the Lombardy Regional Institute for Research has developed some international activities aiming at establishing networks of scientists and experts in defined areas and subjects. Through one of these activities, the Institute entered in touch with the Science for Peace and Security Programme. In this framework, we decided to share the experience of Lombardy Region on transportation of dangerous materials (half of their total transport in Italy): research and studies in civil area conducted in Lombardy Region are considered the most innovative in Europe for the results obtained. Comparison with diverse international experiences is a great opportunity of implementing present results and applying them to different applications (from civil to anti-terrorism) and extending them to countries other than Italy.

Archaeological sites often seem to be idyllic, even romantic, places where scientists recover and analyze fascinating data that can inform us of past times and the past lives of our recent historical and ancient prehistoric human forebears. Too often, however, unrecognized dangers lie within: bacterial and viral infections hidden in the soil, concealed in the animals that roam through our sites, or even lying in wait in organic remains we excavate; toxic substances produced by the historical technologies we study and that continue to poison the sites where people once worked; the bodies of people who died of historical scourges that once afflicted humanity and whose excavated mortal remains may still harbor the pathogens that killed them, dormant and lying in wait for an unsuspecting and largely no-longer immune modern population. It's enough to make an archaeologist swear off fieldwork! The truth is, however, that archaeologists need to be alerted to the dangers present in fieldwork and advised of the reasonable precautions that should be taken to insure the safest possible working environment. Dangerous Places brings together an enormous body of information regarding the threats that archaeologists face every day, and the best ways of behaving proactively to avoid or mitigate these threats.

We live in an age of awesome technological potential. From nanotechnology to synthetic organisms, new technologies stand to revolutionize whole domains of human experience. But with awesome potential comes awesome risk: drones can deliver a bomb as readily as they can a new smartphone; makers and hackers can 3D-print guns as well as tools; and supercomputers can short-circuit Wall Street just as easily as they can manage your portfolio. One thing these technologies can't do is answer the profound moral issues they raise. Who should be held accountable when they go wrong? What responsibility do we, as creators and users, have for the technologies we build? This report proposes regulations and procedures to increase the safety and efficiency of transporting dangerous goods through road tunnels.

On 19 February 2014, the Committee of Ministers adopted Recommendation CM/Rec(2014)3 to member States concerning dangerous offenders. The main objective of the recommendation is to strike the right balance between the protection of public safety and the rights of offenders, particularly in relation to secure preventive detention. These considerations have been given further weight thanks to several European Court of Human Rights judgments. The recommendation defines the concept of a “dangerous offender” with a view to characterising more precisely this group of offenders and also considers how best to recommend their management and treatment. The recommendation acknowledges and promotes the idea that protecting the public from dangerous offenders must be carried out while respecting the fundamental rights of dangerous offenders and established legal guarantees. It also aims at establishing rules for the preparation of their release, which is important not only for the prisoner but for the protection of society, as it diminishes the risk of reoffending or recidivism. The recommendation is a useful text and a reference for governments, lawmakers, all relevant authorities, professionals, non-governmental organisations and associations which deal with dangerous offenders, as well as for the offenders themselves.

Australia has an enviable record for airline safety - No one has ever died in an accident involving a commercial jet aircraft in Australia. The reasons behind this have been the source of much speculation and theories tend to focus on issues related to the natural environment and even luck. However, with human error being present in arguably 100% of aircraft accidents, it seems reasonable that a good safety record is at least partly the consequence of human intervention. This text uses Australian aviation as a case study of a safe system to explore the interactions between the natural, operational and human environments. Based on doctoral research including a major survey of pilot and air traffic controller perceptions, the book is unusual in that it looks at positive examples in safety rather than taking the traditional reactive approach to safety deficiencies.
