Corruption is attracting a lot of attention around the world. The paper surveys and discusses issues related to the causes, consequences, and scope of corruption and possible corrective actions. It emphasizes the costs of corruption in terms of economic growth. It also emphasizes that the fight against corruption may not be cheap and cannot be independent from the reform of the state. If certain reforms are not made, corruption is likely to continue to be a problem regardless of actions directly aimed at curtailing it.

In a largely corruption-free environment, anti-corruption agencies, ethics offices, and ombudsmen strengthen the standards of accountability. This book argues that instead, we should target the key individual and group drivers of corrupt behavior and, through them, promote sustainable behavioral change. Drawing on over 25 years of practical experience planning, designing, and implementing anti-corruption programs in over 40 countries, as well as a wealth of insights from social psychological, ethical, and negotiation research, this book identifies innovative tools that target these core human motivators of corruption, with descriptions of pilot tests that show how they can work in practice. When the Supreme Court linked political speech to campaign finance in its landmark Buckley v. Valeo (1976) decision, the modern era of campaign finance regulation was born. In practical terms, this decision meant that in order to pass constitutional muster, any laws limiting money in politics must be narrowly-tailored and serve a compelling state interest. The lone state interest the Court was willing to entertain was the mitigation of corruption. In order to reach this argument the Court advanced a sophisticated behavioral model, one with key assumptions about how laws will affect voters' opinions and behavior. This publication presents a framework for Commonwealth Principles on Promoting Good Governance and Combating Corruption. It was endorsed by Heads of Government at their Summit in Durban in 1999 as the basis for pursuing concerted strategies based on "zero tolerance" for all types of corruption at national and global levels. This publication includes the full report of the Expert Group. It examines the nature of corruption and its different dimensions as well as appropriate responses to the problems it poses. The book proposes actions at national and international levels which the Group sees as being necessary if countries are to successfully combat corruption and promote good governance.
