Synopsis The State and American Foreign Economic Policy by : G. John Ikenberry
How has the U.S. government made the nation's foreign economic policy over the last hundred years? Social scientists have traditionally presented the American state as relatively weak, its policies as directly reflecting the domestic balance of strength among interested social groups and economic sectors. This collection of essays by seven notable young political scientists provides a theoretical reevaluation of the forces at work in national policy making and present evidence that the effectiveness of the national government in shaping U.S. policy has been greatly underestimated.

Synopsis The Economics and Politics of the United States Oil Industry, 1920-1990 by : Steve Isser
This book, originally published in 1996, traces the development of US government policy toward the oil industry during the 1920s and 1930s when the domestic syustem of production control was established. It then charts the deveopment and collapse of oil import controls, and the wild scramble for economic rents generated by Government regulation. It discusses the two oil crises and the ‘phantom’ Gulf War crisis, and the importance of public opinion in shaping the policy agenda. It also provides an in-depth study of Congressional oil votes from the 1950s to the 1980s and the formation of oil policy, beginning with theories of economic regulation, the role of interest groups in developing the policy agenda and the role of money in politics.

Synopsis The Politics of International Economic Relations by : Jeffrey A. Hart
The first and definitive book of its kind, Joan Spero's The Politics of International Economic Relations has been fully updated to reflect the sweeping changes in the international arena. With the expertise of co-author Jeffrey Hart, the fifth edition strengthens the coverage of political and economic relations since the end of the Cold War, economic polarization in developing nations and the roots of economic decline in centrally planned economies. A new chapter on industrial policy and competitiveness debates further illustrates the changing dynamics of International Political Economy. Ideal as a supplement to the International Relations course or as the core text in International Political Economy, Spero and Hart's The Politics of International Economic Relations continues to give students the breadth and depth of scholarship needed to understand the politics of world economy.

Synopsis Foreign Policy and Congress by : Marie T. Henehan
In the traditional view of foreign policy making in the United States, the President is considered the primary authority and Congress is seen as playing a subsidiary role. Marie T. Henehan looks at the effects of events in the international system on both the content of foreign policy and what actions Congress takes on foreign policy. Henehan argues that the only way to understand the way congressional behavior varies over time is by looking at the rise and resolution of critical issues in foreign policy, which in turn have their origin in the international system. When a critical foreign policy issue arises, congressional activity and attempts to influence foreign policy increase. Once the debate is resolved and one side wins, a consensus emerges and Congress settles into a more passive role. Using a data set consisting of all roll call votes on foreign policy issues taken by the Senate from 1897 to 1984 to generate indicators of Congressional behavior, together with the rise and fall of critical issues in international relations, Henehan is able to develop a more nuanced understanding of Congress's role in foreign policy making over time. In recent years political scientists have begun to consider the impact of the international system on domestic policy. Part of the difficulty of some of this work, as well as work on Congress's role in foreign policy, is that it has been limited in terms of time and the number of events the analysis considered, depending on case studies. This book offers a systematic consideration of the effects of international events on domestic politics, crossing many different kinds of international activity, and provides a unique longitudinal view of Congressional action on foreign policy. This book will be of interest to scholars of international relations, American foreign policy making, and Congress. Marie T. Henehan is Assistant Professor of Political Science, Vanderbilt University.

Synopsis Constraints and Compromises by : Orit Frenkel
The negotiation of the Free Trade Area between the US and Israel was, at the time, a remarkable political accomplishment, and is a useful case study because it includes all of the industrial and agricultural sectors, thus spanning the full spectrum of issues that would be dealt with in negotiations. In addition, it has the advantage of involving just two countries and lasting only fifteen months from start to finish, facilitating a comprehensive analysis. This book, first published in 1990, provides a valuable analysis of this vital case study of an FTA from commencement to completion.

Synopsis The Effects of U.S. Trade Protection and Promotion Policies by : Robert C. Feenstra
Economists disagree on whether recent U.S. trade policies are harmful or helpful, but they all agree that there is a new trend toward focusing on results-oriented policies in specific markets and with particular trading partners. These twelve essays by leading international economists explore crucial issues in U.S. trade policy today. Topics examined include the markets for automobile and automobile parts in the United States and Japan, the U.S. response to "unfair" trading practices such as dumping, and the effects of industry- and country-specific policies. Examples include high-technology and agricultural industries and off-shore assembly in U.S. border cities. The volume concludes that some policies can act to both protect imports and promote exports, that the threat of protectionist policies can often have effects that are as pronounced as their implementation, and that regulatory policy has as great an impact on trade and investment patterns as does trade policy itself. It will be of crucial interest to international trade economists, policy specialists, and political scientists.
