This book argues that early European Commission officials envisaged an integrated civil Europe from the outset. Largely overlooked is the fact that between 1951 and 1972 there was a group of European Commission (and before that the High Authority) officials who wished to build a Civil Europe to sit alongside an economic and political Europe. This Civil Europe was, it was hoped, to become home to a European citizenry equipped with a European civil consciousness that complemented their national and local loyalties. To this end these officials pioneered a series of civil initiatives designed to begin the process of building Civil Europe. This book analyses three such civil initiatives: the building of the first European School, the European Community’s participation in Expo 58 and the production of the European Community’s own documentaries. From the start Europe was designed and conceived of in terms of a European general civil public and not solely in terms dictated by economic and political interests.

The term EUROVISION, invented-by pure chance-only a few years ago, is now familiar to millions. What the name covers is the subject of this paper. EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.

Cartels, trusts and agreements to reduce competition between firms have existed for centuries, but became particularly prevalent toward the end of the 19th century. In the mid-20th century governments began to use so called ‘cartel registers’ to monitor and regulate their behaviour. This book provides cases studies from more than a dozen countries to examine the emergence, application and eventual decline of this form of regulation. Beginning with a comparison of the attitudes to regulation that led to monitoring, rather than prohibiting cartels, this book examines the international studies on cartels undertaken by the League of Nations before World War II.
