Regional resource disparities and the tensions they generate are a perennial Canadian topic. This edition of Canada: The State of the Federation presents essays on regions, resources, and the resiliency of the Canadian federal system. Contributors consider questions such as: to what extent do Canada’s natural resource industries benefit the Canadian economy? Do Canada’s federal institutions hinder or promote the ability of the economy to respond to global economic shifts? Do current intergovernmental structures allow for constructive dialogue about national policy issues? In responding to these and related questions, many of the authors touch on energy issues. Others consider the importance of functional institutions in a federal or multilevel context as an essential requirement for the effective resolution of issues. Together, the volume raises questions about the relationship of state and society, the importance of identity, trust, and moral legitimacy for the operation of our federal institutions, and the extent to which federal institutions are reinforced or placed under stress by societal structures. The theme of this volume was triggered by Richard Simeon, the outstanding scholar of federalism who passed away in October 2013, and it is dedicated in his honour.

This book explores the Canadian relationship with its portion of the Arctic region which revolves around the dramatic split between the appearance of absent-minded governance, bordering on indifference toward the region, and the raging nationalism during moments of actual and perceived challenge toward the sovereignty of the imagined “Canadian Arctic region.” Canada’s nationalistic relationship with the Arctic region is often discussed as a reactionary phenomenon to the Americanization of Canada and the product of government propaganda. Hardly a day goes by without news of the extinction or endangerment of yet another animal species, followed by urgent but largely unheeded calls for action. In Scandinavian countries immigration is a sensitive issue and legislators’ approach to the questions it has raised has varied over the years. Whatever immigrant and integration policies are adopted in a democratic society, it is clear that the legislation and the authorities have to ensure that the individual rights of the immigrants residing in its territory are respected. With Canada as a point of reference, this book draws attention to weaknesses in the regulation and implementation of integration provisions threatening the immigrants’ individual rights in the EU member states of Denmark, Finland and Sweden. The study challenges readers to critically review the meaning of rights and the notion of global caring. It takes a critical look at how vulnerable immigrants fare in a largely immigrant nation with a welfare capitalism legacy, when compared to three European nations which claim to embrace institutional welfare models. This book will be of great interest to scholars and decision-makers interested in Scandinavian or Canadian immigration and integration policies.
