Synopsis Arms and Artificial Intelligence by : Stockholm International Peace Research Institute
The impact of information technology in the field of military decision making is superficially less visible than that of a number of other weapon developments, though its importance has grown steadily since the beginning of the 1980s. Owing to its potential role in modern weapon systems and the prospect of its inclusion as an essential ingredient in many military projects such as the Strategic Defence Initiative, it has become the focus of special interest and efforts. This book is the first attempt to present a broad overview of the prospects for information technology in general, and machine intelligence in particular, in the context of international security. The dangers and promises of weapon and arms control applications of computers and artificial intelligence to decision-making processes are analysed in a technical, strategic, and political perspective by experts from six different countries. In an introductory chapter, Allan Din presents a generic overview of artificial intelligence and its prospects. Thirteen contributors then discuss the conceptual and technical framework of artificial intelligence, analyse implications for weapon systems and strategy, and discuss possible applications to arms control verification and modelling.

Synopsis Governing the Bomb by : Hans Born
'Go nuclear' or 'go zero'--as the international community stands at a nuclear crossroads, a number of questions demand urgent attention: How do established and emerging nuclear-armed states manage their nuclear affairs? Who commands and controls a country's nuclear forces? What effect does the balance between secrecy and openness have on larger questions of security and democracy? Governing Nuclear Weapons is grounded in the belief that the public's ability to hold nuclear-armed states accountable for the security of their weapons is contingent on proper knowledge of domestic nuclear governance. With a special emphasis on civilian control and democratic accountability, it seeks to illuminate the structures and processes of nuclear weapons governance of eight nuclear-armed states: China, France, Russia, the UK, and the US, as well as India, Israel, and Pakistan. It examines the theoretical as well as practical functions and structures of those who possess the power to make nuclear decisions and those who have the practical means and physical opportunity to execute those decisions. While the book assesses the whole spectrum of political oversight and control mechanisms in operation for each country--including the roles and requirements of the executive, the military and specialized civilian institutions--it also takes a closer look at parliamentary institutions and civil society at large. As nuclear terrorism, proliferation and disarmament vie for the top slot on the global security agenda, a comparative understanding of the various national nuclear discourses is no longer optional, but required.

Synopsis A Future Arms Control Agenda by : Stockholm International Peace Research Institute
Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. This book documents the proceedings, including comprehensive discussions of new elements of the post-Cold War global security system and objectives and limitations of arms control within that evolving system. Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.
