In the wake of the Greek and Irish crises, and at a moment when solidarity between states is hotly debated on a daily basis at EU level, it is important to understand how 'solidarity' can happen at all. The Road to Social Europe reviews the development of political cultural processes since the nineteenth century, showing how social protection and social justice have gradually become interwoven with systems of social protection, or welfare states. Grounded on extensive empirical research conducted in many EU countries and in the European Commission's administration over twenty years, the book provides a cultural analysis of welfare systems in Europe. It also presents an original enquiry into the importance of languages for politics in Europe, for the politics of welfare, and for sociological research. It shows how sociological and ethnographic analysis can help in understanding the current and future challenges of European integration that rely unilaterally on functional economics. This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. How do we involve less advantaged young people in mobility projects, and how do we engineer and implement these projects to make participation a realistic option for all? This book presents the state of the art of learning mobility in the very complex and heterogeneous European youth field, bringing together contributions from all over the continent. The authors present empirical research findings that explore and analyse the experience of participants from a range of different backgrounds, in varied learning mobility settings – exchanges, volunteer service, camps – and in diverse regions of Europe. This volume addresses two interrelated questions: first, how learning mobility can be used as a tool for inclusion, providing disadvantaged and excluded people with opportunities and assets; and second, how focusing on inclusion can become a more intrinsic part of learning mobility projects and initiatives. The book is divided into three parts, spanning the range of stages and dimensions of the learning mobility process: access, reach and target; processes, strategies and practices; and effects, outcomes and follow-ups. Relevant for those with experience but also directed to newcomers to the field, this work provides an explanation of the main concepts and issues in the light of current developments in youth policy and practice in Europe.

Today, many people agree that the EU lacks solidarity and needs a social dimension. This debate is not new, but until now the notion of a 'social Europe' remained vague and elusive. To make progress, we need a coherent conception of the reasons behind, and the agenda for, not a 'social Europe', but a new idea: a European Social Union. We must motivate, define, and demarcate an appropriate notion of European solidarity. We must also understand the legal and political obstacles, and how these can be tacked. In short, we need unequivocal answers to questions of why, what, and how: on that basis, we can define a clear-cut normative and institutional concept. That is the remit of this book: it provides an in-depth interdisciplinary examination of the rationale and the feasibility of a European Social Union. Outstanding scholars and top-level practitioners reflect on obstacles and solutions, from an economic, social, philosophical, legal, and political perspective.
