Asia and the Pacific continues to be exposed to climate change impacts. Home to the majority of the world's poor, the population of the region is particularly vulnerable to those impacts. Unabated warming could largely diminish previous achievements of economic development and improvements, putting the future of the region at risk. Read the most recent projections pertaining to climate change and climate change impacts in Asia and the Pacific, and the consequences of these changes to human systems, particularly for developing countries. This report also highlights gaps in the existing knowledge and identifies avenues for continued research.

Human-induced environmental change is to be found throughout the world, but there are areas that scientists consider to be "critical regions" - regions that are particularly vulnerable to or suffering from environmental degradation. In this volume nine such "critical environmental regions" (Amazonia, the Aral Sea basin, the middle mountains of Nepal, Kenya's Ukambani region, the US Southern High Plains, the Mexico Basin, the North Sea, the Ordos Plateau of China, and the eastern Sundaland region of South-East Asia) are examined as case-studies. In chapter one the authors provide a detailed look into the concepts of environmental criticality and endangerment and propose formal definitions. The nine regional studies that follow in the subsequent chapters serve to translate the conceptual framework into the physical and social realities of each area. The case-studies make available an up-to-date synthesis of vast amounts of inaccessible data, and as such will be valuable to scholars and policy makers interested in specific areas of the world and others interested in regional comparisons. Anyone concerned with global environmental change, criticality, human-environment interactions, and how societies in different regions have responded to environmental degradation will find much that is new and important in this pioneering, innovative study.

Extreme weather and climate events, interacting with exposed and vulnerable human and natural systems, can lead to disasters. This Special Report explores the social as well as physical dimensions of weather- and climate-related disasters, considering opportunities for managing risks at local to international scales. SREX was approved and accepted by the Intergovernmental Panel on Climate Change (IPCC) on 18 November 2011 in Kampala, Uganda.

Climate change poses many challenges that affect society and the natural world. With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Climate extremes often imply significant impacts on human and natural systems, and these extreme events are anticipated to be among the potentially most harmful consequences of a changing climate. However, while extreme event impacts are increasingly recognized, methodologies to address such impacts and the degree of our understanding and prediction capabilities vary widely among different sectors and disciplines. Moreover, traditional climate extreme indices and large-scale multi-model intercomparisons that are used for future projections of extreme events and associated impacts often fall short in capturing the full complexity of impact systems. Climate Extremes and Their Implications for Impact and Risk Assessment describes challenges, opportunities and methodologies for the analysis of the impacts of climate extremes across various sectors to support their impact and risk assessment. It thereby also facilitates cross-sectoral and cross-disciplinary discussions and exchange among climate and impact scientists. The sectors covered include agriculture, terrestrial ecosystems, human health, transport, conflict, and more broadly covering the human-environment nexus. The Asia and Pacific region is vulnerable to extreme temperatures, flooding by heavy rainfall, sea level rise, coastal erosion, and damage by tropical cyclones. This technical note provides information that supports climate risk assessment experts undertaking early stages of project development in the region. The information is grouped into four major categories: inventories of national emissions, climate risks, vulnerability, and impacts; historic weather, climate, and environmental change; regional climate change projections; and climate change impacts and adaptation. The note also identifies opportunities for capacity development in key skills such as geospatial analysis, data testing and post-processing, regional climate downscaling, and impact assessment.

A Region of Regimes traces the relationship between politics and economics—power and prosperity—in the Asia-Pacific in the decades since the Second World War. This book complicates familiar and incomplete narratives of the "Asian economic miracle" to show radically different paths leading to high growth for many but abject failure for some. T. J. Pempel analyzes policies and data from ten East Asian countries, categorizing them into three distinct regime types, each historically contingent and the product of specific configurations of domestic institutions, socio-economic resources, and external support. Pempel identifies Japan, Korea, and Taiwan as developmental regimes, showing how each then diverged due to domestic and international forces. North Korea, Myanmar, and the Philippines (under Marcos) comprise "rapacious regimes" in this analysis, while Malaysia, Indonesia, and Thailand form "ersatz developmental regimes." Uniquely, China emerges as an evolving hybrid of all three regime types. A Region of Regimes concludes by showing how the shifting interactions of these regimes have profoundly shaped the Asia-Pacific region and the globe across the postwar era.

The Intergovernmental Panel on Climate Change (IPCC) is the leading international body for assessing the science related to climate change. It provides policymakers with regular assessments of the scientific basis of human-induced climate change, its impacts and future risks, and options for adaptation and mitigation. Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment. It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.
